Governance & Leadership

Strong governance. Cultural respect. Community-led.

Ngurra Warriors is built on the principles of cultural integrity, community guidance, transparency and accountability. Our commitment is simple:

Indigenous youth programs must be Indigenous-guided, culturally safe, ethically governed and delivered in genuine partnership with community.

We exist to walk alongside Indigenous leaders, Elders and families — supporting young people through warrior culture, discipline, belonging and connection to community.

Ngurra Warriors operates under the umbrella of the registered DGR charity Sports Health Check, ensuring the highest standards of governance, compliance and accountability.

Community-Led. Culture-First.

Ngurra Warriors respects the wisdom, authority and role of Elders, cultural leaders and community voices.

Our structure ensures:

  • Programs are guided by Indigenous leadership
  • Cultural protocols are respected
  • Community autonomy is upheld
  • Local coaches and role models are prioritised
  • Safety, integrity and accountability remain central

We believe true empowerment happens when community leads — and systems support.

Our Leadership Framework

Ngurra Warriors leadership operates through three guiding pillars:

1. Cultural Guidance – Community & Elders

Indigenous Elders, cultural leaders and community representatives provide:

  • Cultural direction
  • Guidance on local delivery
  • Cultural safety advice
  • Respect for Country, story and identity

Their voice is central to everything we do.

2. Program Governance – Sports Health Check (DGR)

Sports Health Check provides:

  •  National governance & oversight
  • Compliance and risk management
  • Financial accountability
  • Reporting transparency
  • Safeguarding policies
  • Structural support for program delivery

This ensures Ngurra Warriors meets the highest ethical and legal standards while remaining community-focused.

3. Program Architecture & Delivery Support

This includes:

  • Development of the warrior culture program structure
  • Coach training and support
  • Youth safety systems
  • Leadership and team mentoring
  • Partnership and funding frameworks

All delivered in service to Indigenous-guided outcomes.

About Our Program Architect

Barry Johnston — Program Architect & Non-Indigenous Ally

Barry Johnston has dedicated over 40 years to warrior culture education, leadership development and community programs.

As a non-Indigenous ally, Barry helped design and establish the Ngurra Warriors program framework to support Indigenous-led youth development in a culturally safe, structured and empowering way.

Barry’s role is one of service and support — focusing on:

  •  Program governance & structural integrity
  •  Coach development systems
  • Youth-safe learning design
  • Charitable and DGR infrastructure through Sports Health Check
  • Long-term sustainability and accountability

Ngurra Warriors is — and will always remain — guided by Indigenous leadership, Elders and community voices.

Barry works quietly behind the scenes to protect program integrity and ensure Ngurra Warriors continues to empower Indigenous youth in a way that honours culture, Country and community.

Our Commitment to Cultural Safety

Ngurra Warriors is committed to:

  • Respect for Elders, culture and Country
  • Indigenous voice and self-determination
  • Safe and supportive environments for youth
  • Transparency and ethical governance
  • Long-term, not “fly-in fly-out” relationships
  • Collaboration grounded in respect and listening

We recognise the strength, resilience and wisdom of Australia’s First Nations people — and we are honoured to stand alongside communities in supporting the next generation of young warriors.

Accountability & Reporting

As part of Sports Health Check (DGR), Ngurra Warriors maintains:

  • Financial reporting transparency
  • Appropriate risk management
  • Safeguarding responsibilities
  • Governance oversight
